I totally forget the name of the book or who the author is.

A few pieces I remember:
• it was a series
• the main character hunted dragons from the past that are committing crimes?
• there was 1 dragon who was pure white who liked keeping things and his hoard clean
• dragons has human and dragon forms
• it takes place in the modern day
• each dragon has a specific weakness

My initial thought was to wonder whether you were just mis-remembering Seanan McGuire's Incryptid series, which definitely hits some of the points on your list (while totally missing others)! But a little more digging suggests that actually it's not them at all, and what you're remembering is probably the Bentwhistle the Dragon series by Paul Cude:
