It was a fiction book
PLOT:
About a girl maybe 9-16 years old living in an apartment with mother on the Autism spectrum. Just to be clear, the mother is the one with Autism and not the daughter. Their neighbour is a lady with lots of cats. The plot mainly revolves around trying to find the girl's father. The father lives in a home for disabled people, I think, where her mother lived too before running away. Her mother had some sort of fear with buses and the girl was a baby when the mother had run away.

The cover of the book was the sky with hands in front of it or balloons, I think.
