Missing Children's book about an older sister, a new baby sister, and shoes

I originally posted this question on the [livejournal.com profile] whatwasthatbook community, but, assuming this is a carry over of that com, it doesn't look like any of the original posts were imported here, so I'll re-post it here. I'm not certain I ever got an answer there.

A long time ago there was this picture book I read as a kid that for some reason remains stuck in my head. It's about an older sister who has to deal with who I think is her newborn sister and her worn out parents. There's a side-story about her desire to become a grown up and wanting a pair of shoes from the shoe store she can't quite fit into yet because her feet are too small and she hasn't had a growth spurt.




Particular scenes I remember concern the mother (who looks worn out from taking care of her newborn baby girl) leaning against the wall next to the tub while her baby is a glee with happiness while she's getting water all over the place. The protagonist (the big sister) visiting the shoe store and trying to fit into a pair of heels, but, to her disappointment her feet and heels don't reach the back or the front of the shoes.

I think the story ends with the sister coming to terms about being the older sibling, her sister and she gets a pair of shoes that fit her. She might be ages of 5-10 years old. I'm pretty positive it was written during the nineties (sometime during the early to mid 90s at beast.

1998 sticks in my head like a sore thumb but I'm not sure), but I can't remember who the author is. Other details I remember is that the family is white and redheaded (and that they were drawn in a way that reminds me of Doug). The book is definitely an American publication.

If anyone can ascertain the name of this book, I will be forever grateful.
